Position Information:
Administrative Specialist I (SR-20): Performs a variety of selected professional assignments relating to the administrative services functions of a department, such as personnel management (i.e., human resources management), budget and fiscal administration, management analysis, and related areas; analyzes and prepares reports on a variety of administrative and operational functions and problems; and performs other related duties as required.
Administrative Specialist II (SR-22): Performs the full range and variety of professional assignments relating to the administrative services functions of a department, such as personnel management (i.e., human resources management), budget and fiscal administration, management analysis, and related areas; analyzes and prepares reports on a variety of administrative and operational functions and problems; provides management advisory services on such matters; and performs other related duties as required.
Duties and responsibilities may include, but are not limited to:
- Conducting studies and analyses of administrative and operational functions and problems, including operating practices and procedures, organizational structure, utilization of positions, and recordkeeping systems and forms
- Writing comprehensive reports on findings, including supporting documentation, conclusions, specific recommendations, and whether existing or new policies, procedures, and guidelines should be revised or developed to improve operations
- Researching, interpreting, and applying laws, rules, and regulations that impact operations
- Providing management advisory services pertaining to a variety of different administrative services functions, including personnel management, budget and fiscal administration, organization and management, and related areas
There are five current vacancies which may be filled at either the Administrative Specialist I (SR-20) or the Administrative Specialist II (SR-22) level:
- One vacancy is with the Department of Customer Services in the Administration Division, located in Honolulu.
- One vacancy is with the Department of Environmental Services, Wastewater Treatment & Disposal Division, located in Honolulu.
- One vacancy is with the Honolulu Emergency Services Department, located in Honolulu.
- Two vacancies are with the Department of Facility Maintenance, with one vacancy in the Road Maintenance Division located in Halawa, and one vacancy in the Storm Water Quality Division located in Kapolei.
Applicants who meet the minimum qualification requirements will be placed on an eligible list and may be referred to multiple departments for interview. This list may be used to fill future vacancies in these and/or other departments.
Minimum Qualification Requirements:
At the time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
- Administrative Specialist I & II: Equivalent to graduation from an accredited four-year college or university with a bachelor's degree in business or public administration or a related field.
- Work experience may be substituted for the bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.
- Administrative Specialist I (SR-20): Two (2) years of professional (i.e., post-bachelor's degree, non-clerical) work experience in budget administration, personnel management (i.e., human resources management), or management analysis.
- Administrative Specialist II (SR-22): Three (3) years of professional (i.e., post-bachelor's degree, non-clerical) work experience in budget administration, personnel management (i.e., human resources management), or management analysis.
- SUBSTITUTION: A Master's degree in Human Resources Management, Business Administration, or Public Administration from an accredited university may be substituted for six (6) monthsof the required work experience.
- Possession of an appropriate valid driver's license, as required.
For both the Administrative Specialist I and Administrative Specialist II positions, the above required experience must have demonstrated knowledge of basic principles and practices of public administration including personnel management, budget and fiscal administration, and organization and method analysis; methods and techniques for evaluating and analyzing facts, information, and issues to resolve problems; research and statistical methods and techniques; and report and letter writing. Such experience must also have demonstrated the ability to analyze and evaluate administrative problems, operations, programs, and fiscal information.
