Financial Administrator
The Hawaii HIDTA is seeking qualified candidates for the position of Financial Administrator. The Hawaii HIDTA is a grant program funded under the Office of National Drug Control Policy (ONDCP), Executive Office of the President of the United States or America. Its mission is to form local, state, and federal law enforcement partnerships to eliminate drug trafficking and drug abuse in Hawaii.
The Financial Administrator of the Hawaii HIDTA performs budgeting, accounting, and preliminary auditing of all Hawaii HIDTA funded initiatives. The Financial Manager reports to the Director of the Hawaii HIDTA, and serves at the discretion of the Hawaii HIDTA Executive Board.
Duties include: Designs annual budget and coordinates funding disbursements necessary for drug interdiction operatives and programs; monitors spending activities and reprograms budget allotments when necessary; approves funding reimbursements for participating agencies; maintains federal grant requirements and adheres to the guidelines set forth by HIDTA and ONDCP Policy; and other duties as assigned by the Director.
Skills, Knowledge, and Abilities: Ability to apply accounting principles and financial reporting standards for a federally funded institution; possesses the knowledge and skills necessary to create efficient financial systems and maintain and archive accounting records, reports, and financial statements; and ability to communicate effectively in written and verbal form.
Qualifications: Minimum of five years experience in financial administration and accounting or three years experience at the supervisory level; Bachelor’s degree in Accounting, Finance, Business Administration, or related field, and additional experience with government accounting methods preferred (Experience and skills may be substituted for Bachelor’s degree requirement); ability to understand government Grant-Funding policies and regulations, and with preferred government procurement and budgetary experience; valid Driver License and able to travel to work location with personal transportation resources; trustworthy character; and able to acquire security clearance at secret level.
