The Adult Mental Health Division (AMHD) provides integrated mental health services for consumers
with serious mental illness who are uninsured or under insured; those who are court ordered for
evaluation, care, and custody to the Department of Health; and individuals in crisis. This position is
responsible to plan, organize, direct, and coordinate the administrative functions and oversee
budgetary and fiscal controls for the Oahu Community Mental Health Branch to carry out objectives,
new, and existing projects and programs.
The Developmental Disabilities Division (DDD) oversees a statewide system of supports and services for
eligible participants with intellectual and/or developmental disabilities. DDD will help to support
participants in their life goals through planning and coordination of services. This position is responsible
to assist the Branch Chief in planning, organizing, directing and coordinating the administrative
functions and fiscal controls for the Outcomes and Compliance Branch.
Minimum Qualification Requirements:
EDUCATION: Graduation from an accredited four (4) year college or university with a bachelor's degree.
Excess work experience as described under the Specialized Experience, below, or any other responsible
administrative, professional or analytical work experience that provided knowledge, skills, and abilities
comparable to those acquired in four (4) years of successful study while completing a college or
university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To
be acceptable, the experience must have been of such scope, level and quality as to assure the
possession of comparable knowledge, skills and abilities. The education or experience background must
also demonstrate the ability toe write clear and comprehensive reports and other documents; read and
interpret complex written material; and solve complex problems logically and systematically.
SPECIALIZED EXPERIENCE: Applicants must possess experience of the quality and quantity described
below, or any equivalent combination of training and experience. Please note that possession of the
required numbers of years of experience will not in itself be accepted as proof of qualification for the
position.
The applicant’s overall experience must have been of such scope and level of reasonability as to
conclusively demonstrate the ability to perform the duties of the position for which he/she is being
considered. One and a half years for the Level III, two and a half years for the Level IV of the below
specialized Experience.
Business administration, public administration or other responsible professional experience which
required a high degree of analytical skill (e.g. operations management, business analyst, budget/fiscal
analyst, etc.) and which involved evaluating and improving elements such as managerial policies,
systems, work methods and practices, personnel needs and utilization, and quality of services rendered,
or an operating program.
Substitutions Allowed: A master's degree in public administration, business administration or
management from an accredited college or university may be substituted for one (1) year of the
required Specialized Experience.
